I know many cities and towns have outlawed firecrackers and fireworks within their limits over the years, but why would anyone make possession of an M-80 a felony?

This video purportedly shows the "M-80s" used in Berkeley were stun grenades. I'm not sure it proves the Antifa were Berkeley cops.
