It appears that she was speaking to an audience at the "Equality Now Gala" in Beverly Hills, CA on December 6, 2016. So yes, it looks like her words were uttered in CA, if that matters for legal aspects. Certainly sounds actionable to me, although ofc leftard CA prosecutors will be most unwilling to act.
