The government exchanges low level staffers like residents of a cat house exchange pubic mites. Government worshiping liberals are willing to live near the green line, crime ridden areas of DC at six to a room for the chance to worm into government at any level.

Even congress people from conservative states end up hiring some of them because their simply aren't enough conservatives in the DC area with the long hours and low pay required of a junior congressional staffer.
