I’m not sure if China or Russia have the tech yet, but the next Clinton or Obama is certain to make sure at least China has it. Maybe Russia will be useless as a bargaining chip by then, and they’ll get the tech too gratis.

A MIRV would have overwhelmed any extant 1970s-era ABM system, including Safeguard. The basic problem with ABM systems of that era, even before the advent of MIRVs, was inadequate coordination speed of the detection, guidance, and control technology relative to target speed.

At the speeds they are going they explosion would have to be HUGE to have any chance. The window to blow up near each other is microscopic. Before the explosion expands they are WAY past. Only your only bet would be to put an expanding cloud of shrapnel in front of the warhead but even then how many pieces are going to hit? And how hard is it to armor against tiny scraps of shrapnel?
The interceptors of hold had NUCLEAR tips. There is no way to get an effective amount of conventional explosive to match that.
