Protecting minorities puts makes them your firm supporters. Sisi needs all the internal support he can get.To the jihadists he is a hopeless apostate for overturning their tiumphant sharia state. He cannot get support from that quarter no matter what he does. So he protects minorities and looks to the West, Israel and the USA.
“Enough of them” is a much higher percentage than of other populations. While killing them you need to deny them resources. Were the West serious about beating back the current Islamic Wave it would cut off all commerce with Moslem countries and would colonize the oilfields and pump them purely for their own profit.

10% hunh?.......that’s 9.2 million people. About half them are male so say 4.6 million males. Probably only about ten % of them will fight so voila!......there’s 460,000 Coptic fighters that should be protecting their women and children and old folks.

It seems ridiculous for Coptic Christians to expect Muslims to protect them from Muslims.
