Yep, that’s the problem. Also, when they say, “could be bomb making material”.....hmmm, well, there’s lots of things that could fall into that category. Unless there were actual explosives, outside of gun rounds, there’s nothing to act on here. The numerous cell phones is certainly suspicious though.

When I leave work at 4 and get in my car, I’ll have 2 cell phones, a cellular-capable iPad, and a laptop in my car.

A while back, the cops arrested some guy here and they called in a Hazmat team, SWAT, and evacuated the neighborhood because he had a “cache of arms and ammunition”. The later story said that he had 5000 rounds of ammo in his home and about 10 guns. For most FReepers, that’s a Second Amendment Starter Kit.
