10% of that is 700,000 people with 1,000 DIFFERENT partners. That would mean there are 700 million different gay men.
I think your numbers might be off a little.
Actually, if there were only 1002 homosexuals in the United States, every single last one of them could have over 1000 different partners. “Different” doesn’t necessarily mean that they have to be different from everybody else’s partners—just different from each other. Granted that the word “different” could have been left out of the original sentence altogether, but it is generally acceptable to use it in such cases for emphasis.
