Hard to figure how the Awan brothers fit into that scenario.

G Webb inferring rogue intel operatives executing diversion to change ‘leak’ to ‘hack’. Presumably, ‘leak’ leads investigations back to DNC whereas ‘hack’ leads investigators away from DNC and to something ‘outside’ of DNC.
Note I said Webb mentioned Guccifer 1.0 but it was Guccifer 2.0 that Webb spoke of. I may need to go back and check.
Guccifer 2.0 was pressed to communicate in Romanian during an online interview chat and his writing was observed to be from an online translator. Guccifer 2.0 is not Romanian with high probability.
Guccifer 1.0 or as he is known as simply Guccifer is a well-known Romanian convicted on many occasions and was involved in hacking Hillary’s compromised server.

When the DNC emails were leaked/hacked, Wikileaks published one batch on July 22, 2016, and a second batch on November 6, 2016. The timeline is important and provides evidence that Guccifer 2.0 is a sham as are the timelines for ‘Cozy Bear’ and ‘Fancy Bear’ crafted by the discredited Google-funded Crowdstrike (http://www.voanews.com/a/crowdstrike-comey-russia-hack-dnc-clinton-trump/3776067.html).
*May 2016 Crowdstrike says they detect ‘Cozy and Fancy Bears’ in DNC systems and both are expelled immediately.
*July 22, 2016, Wikileaks publishes first batch of DNC emails. (Note: Wikileaks was receiving leaks before and after this publication date)
*July 22, 2016, Guccifer 2.0 announces it is responsible for the ‘hack’ of DNC computers.
*July 25, 2016, FBI says it will investigate ‘hack’ (Not investigating ‘leak’. What? How did FBI know it was ‘hack’? FBI never accessed DNC computers; DNC rebuffed FBI)
*November 6, 2016, Wikileaks publishes 2nd batch of DNC emails.
Assange said it was not Russia nor any state sponsor, that Crowdstrike was wrong to say it was a hack because all but one email came dated significantly AFTER Crowdstrike’s expulsion of ‘Cozy and Fancy Bears’.
Note Webb is getting intel from NYPD/FBI field and other pros. O/W I would attribute his statement to ‘working theory’.
But he did not state Guccifer 2.0 = Awan was working theory, he said it matter of factly. Does it fit? Yes. Here’s the sequencing:
So let’s call it what it really is, a leak not a hack. The difference makes all the difference.
Going back to Spring 2016, DNC management knows there is division in the camp and that computer data is being copied to show the Bernie camp how DNC is screwing him over. But it can’t be a ‘leak’ because leakers are going to be murdered. Some preemptive act is needed to throw the investigators off the path in the meantime and so it’s necessary to concoct a ‘hack’.
So on June 15, 2016, Romanian ‘Guccifer 2.0’ who does not speak Romanian releases on a website 200 pages of opposition research on Donald J. Trump and a ‘sample’ of some donors, their SSNs etc. We can understand the release of dirt on DJT, but the small sample of financial data? What’s that about? Well, what was Bernie supporter Seth Rich doing inside the DNC building in Washington DC at the time? He was gathering donor and financial information from each county in the US and he was going to leak it to Wikileaks to show how the Hillary camp was stealing campaign funds from the Bernie camp. And he was slated to be murdered, so it was necessary to have Guccifer 2.0 sprinkle some financial data into the Guccifer 2.0 ‘hack’ report. That way, when Seth Rich was murdered, it could be a simple robbery while Guccifer 2.0 could be used as the decoy for police dogs to track down.
On July 22. 2016, Wasserman-Shultz ostensibly reacts to the Wikileaks email dump eventually losing her job at DNC. Rancor and tension within DNC have steadily emerged between Sanders supporters and Hillary supporters. Compromise of DNC computers is said to be known by April 2016 and Crowdstrike reports traces of hackers ‘Cozy and Fancy Bears’ and ‘expels’ hackers ‘Cozy and Fancy Bears’ in May 2016. But compromise of the DNC system continues.
If Crowdstrike expelled ‘hackers’ from DNC systems, how did emails get published in July 2016? And again in November 2016? The compromise cannot be allowed as a ‘leak’ because it is imperative that it be a ‘hack’. So quick, who could ‘hack’ after ‘Cozy and Fancy Bears’ are expelled? Why of course, it must be that Romanian ‘Guccifer 2.0’ who does not speak Romanian and who is clearly seen to be unable to hold a story together and disappears shortly after. Now overlay the timelines of Guccifer 2.0’s appearances and disappearances with those of the Awan Brothers and there is a match.
