I read the bill. Did not see that in the bill.
It seems pretty clear from the article.
What is at issue here is that feeding by spoon has been reclassified from "basic and ordinary" care to "medical" care.
Basic and ordinary care is required for all patients. Medical care can be withheld if it is deemed to be medically futile.
