There are many, many paid informants in DC. Capone is likely one of them as he is said to have been monitoring Seth Rich for up to 6 months prior to the hit. This is not unusual in DC.
I was wrong to think Capone would slip fentanyl or such in a drink or food item of Rich’s. He wouldn’t be asked to do that. Instead, he might be asked that he put a micro tracker/tracer of some sort on Rich. This would allow NGA to follow Rich’s every move. I don’t think this is far-fetched to ponder because DC is that kind of place.
Why Capone went to the WH? I can’t imagine it was a ‘tour’. People that live or work in the DC don’t usually tour the WH except once or twice, if ever, unless one is a schoolteacher, etc.
There’s a SCIF in the WH and a few more in other buildings around DC. I imagine if any paid informant needs to be trained, coached, instructed for an important ‘intel’ op, it would take place in a SCIF.
They might have told Capone that Rich was a Russian agent and paid him handsomely. No telling. Is odd he’d be there.
There’s also a two hour gap in the timeline where Rich’s whereabouts are unknown. He left Lou’s Bar at around 2 and wasn’t found by the police until 4:15.
