Anyone with a brain knows NEW ORLEANS is built on a flood plain with an artificial foundation. A house built on sand cannot stand against the elements.

It depends on how well the engineers do on designing and building that artificial foundation. And that doesn't just apply to New Orleans. There are buildings in NO that are hundreds of years old.
