Maybe a “local” and “federal” refrigeration. Fed registration is to only vote for the state where you are legally a resident of. I would imagine most snowbirds are legal FL residents as they live there for 6 months and 1 day for tax purposes.
If they are FL residents, then they cannot be residents anywhere else as far as the federal government is concerned. Not even in Leap Year. :)
