Plus as a private company its earnings would be taxable so it would add to NYC ratable tax base plus its borrowing would not count against government borrowing limits. The private company could then jack up terminal costs to the quasi government NJ Transit, Metro North and Long Island RR and then have commuters pay for it through higher ticket prices
