Theory: Dem/Uniparty "plan" for Comey (and maybe still others at FBI) was to act as a de facto special counsel, ala Patrick Fitzgerald, if they couldn't get an actual special counsel appointed by stupid Republicans. That is, he was to dog the Trump administration with an unending investigative cloud and get convictions on as many process crimes as possible.
