It's Congress-speak; even Rosa DeLauro can be called the Gentle Lady from Connecticut. It is diplomatic fiction, like calling ANY of them "honorable". For the record, I don't smoke, and I never even tried marijuana or anything like that.

Unfortunately I don’t consider anyone in congress to be either a gentleman or a lady, I refer to them as congress person and try not to hurl obscenities at the same time. As far as I am concerned we could fix CONgress overnight with 20 feet of Rope.
