The first draft had “arrested on the spot”, but I _can_ see the elderly getting confused about what they may or may not have done previously... even during the same day.

So I opted for the passive approach - don’t count the second vote - with the thought that it would stand a greater chance of coming to pass (up from 0.001% to 0.002%).
