This is exactly what happened in the military when I was active/reserve. As a disbursing officer the unofficial motto was: “When in doubt, screw the member!” It was much easier to tell someone later on that you owed him additional $$ than it was to advise him that he would be getting less $$ for the next several pay periods.

Errors in setting pay, especially those discovered years after they were made, can have a significant impact on employees because employees are required to reimburse the IRS for the amount of the overpayment, said the IG.

As a result of the IGs audit, the IRS is now reviewing the compensation of nearly 1,000 present IRS employees who might have been overpaid. Is this action of "reviewing" similar to The Government's "monitoring" of suspected Terrorists?

IRS accountant paymasters make multi-million dollar accounting "mistake" and it's written off as a rounding error.

Well, I take it you knew what I meant by the scare quotes around the word “oversight”.
And if the government truly had hindsight, it’d be going further back past the Communist Manifesto (ignoring it altogether) to the Constitution and the Declaration of Independence.
