Assume they knew and know where the FBI director is at any one time— they sent the letter to be for him, alone, out of courtesy, professionalism and out of security.
So— who opened the letters and leaked the contents before Comey could even see them. This is part of my point.
McCabe— hopefully is next, and also (if anyone is doing their job correctly) electronically surveilled and physically followed (clandestine experts he wouldn’t recognize). Given this— one would think it has probably crossed McCabe’s mind as he is “acting” director as of today.
