It has been that way since J.Edgar Hoover started the Agency. He knew that controlling the narrative and the public image was more important than all else.
The early FBI murdered people without any consequences.
They just made sure their story was the one printed in the newspapers, especially the national ones.

Those trigger-happy machinegun bursts alerted Dillinger, Baby Face Nelson, Homer van Meter, John Hamilton, Pat Riley, Pat Cherrington and Tommy Carroll along with four women.”
When they fled, Dillinger and the gang owed a tab of $75 for the rooms.
