I’m sorry, I don’t know how to post an article, but I just did a search for it. There are a few articles from the middle of January this year. What I see is that Manning’s sentence was commuted. He wasn’t pardoned. Part of his sentence was a dishonorable discharge, which means he forfeits all benefits. Since the sentence was commuted, the loss of benefits starts once he is released. So, his early release actually cost him the surgery.
