The generous view is that the preponderance of single mom-led families in the minority communities is the result of unintended consequences of programs intended to help them.

The cynical view is often expressed thusly:

By keeping black families fatherless, the Dem "poverty" programs keep them poor and dependent.

By keeping them dependent, the blacks are in a way "owned" by the Dems, and will reliably vote for Dems to get a subsistence living disguised as free stuff.
