The logical flip-side of that argument is that the abortion rate would increase dramatically.
I'm not disagreeing that we should stop paying unwed women to have more and more children. I'm simply pointing out what the logical result would be.

Those illegitimate children aren’t just going to disappear, so the illegitimate rate will remain the same. The new births might will have lower illegitimate births, but those may not be at low enough rate to make much of a difference for a century.
It’s basic supply and demand turned demand and supply. If you create an artificial unlimited demand for illegitimate black babies, you get an unlimited supply of them.
