Roy Oliver is a US Army veteran who served two tours in Iraq.
There might be something from his combat service that may be affecting him. He will not be on the streets as a police officer, and maybe he needs some kind of help that the Obama Administration VA system failed to give him.
Maybe he can get help under the Trump Administration VA system if that is indeed the case.
However, there are still the criminal charges against him.
If every bad cop that served in the military is going to get a free PTSD pass, the obvious solution would be to ban ex military from serving as cops. Is that where you want to head?
