If people were paying attention, he was already praising Canada’s healthcare system before he was even the official GOP candidate. See here for instance:
President Trump says dumb stuff sometimes. I doubt he means exactly that. The USA has the most complex, difficult to navigate, expensive and unbalanced health care system,
but it offers the best available care in the world.
I will most always give him a pass.

Flattery is a common diplomatic technique. It’s like saying your buddy’s car is nicer than yours or your neighbor’s yard is nicer than yours, even if it isn’t. Trump’s ‘cake diplomacy’ comment was a nothing burger the MSM in typical fashion has gone hysterical over.
