I always viewed the “Mexico will pay for a wall” line as a negotiation tactic rather than a hard promise. What I mean by that is he successfully shifted the internal Republican debate from “should we build a wall” to “should Mexico pay for the wall”, and building the wall is just a given.

Payment can also be in various forms other than hard cash.
I’ve never viewed it as cash/money payment per se.
