As a senior auditor, let me just say, that is not a sufficient timeframe to scope and document the fraud and malfeasance that permeates the federal government.
You would need to pull 2/3 of the private sector auditors to perform the review adequately, and it would be a cursory review at that.
Our government has become Leviathan!
But you could get a good start.
If the simplified the tax code there would be a lot of former tax lawyers and accountants that could be used to do a full-scale government audit.
