If he signs this budget, his credibility is gone. Reagan established himself with the air traffic controllers firings. Trump could call in Ryan and McConnell and tell them he is going to Florida after he vetoes this terrible budget and they can call him when he needs to come back to sign a decent budget. Everyone in congress would understand at that point who the President is. Signing this budget will be a sign of terminal weakness that will destroy his chances for success.
