Affirmative admission would be a better description. Too many students not prepared/committed being admitted with the inevitable result being dumbed down course requirements and high dropout rates.

A less charitable description would be "fraud."

Yeah, pretty much. There was no “affirmative admission” in my physics program back in the dark ages. In my class, at least, we all graduated. But there were only a dozen of us, and they didn’t let anybody in who wasn’t highly likely to graduate.
