Well, they are sorta like cattle, so maybe an ear tag would suffice.(s) Actually, you have a great idea. Give the “returnees” a choice, get “chipped” or spend six months in jail here before we send you home. Make it “voluntary,” so we don’t get the Liberal Robes getting their panties in a wad.
