I agree about sending both back.

Even if the kid was born here, he or she is still under age, and in their parents care, so goes back with them.

If the kid wasn’t born here, and was brought here by the patents, same thing applies; both Bo back.

The kid is also a citizen of whatever country the parents came from. Why should we keep them here?

Don't forget about U.S. Citizens REQUIRED by the government to be out of the country for long periods of time who have children (military and diplomats overseas).
They're the exceptions that I'd keep here.
