Did they pick Carter Page because they thought he was the Mist likely conduit to the “Russians” or because they wanted someone the FISA court wouldn’t recognize and be able to tap any communications he might have, including Trump himself? If they had asked to tap Trump or someone well known in his inner circle they might have not gotten the usual FISA rubber stamp.
This is exactly what I'm thinking.
