“may be excluded” is ungrammatical—so I’m assuming the author meant “might” be excluded.
If Breitbart is going to achieve maximum credibility as a news source it MIGHT think about adding editors who know the language and style book.
“May” is a word that infers that permission is being requested or bestowed. “Mother may I?” “Yes you may.”
All that said, I’m for anything that would shut down the government. And not to be overly colloquial, permanently would be OK.
