The Norks have the use of freighters that could be or already are fitted with launch mechanisms. It doesn’t have to be a Nork freighter.

Respectfully, I haven’t read any responses to your post, but I’d like to point out that a shipping freighter and a scud would be all you need to pull of an EMP attack.
