This is one reason small companies that deal with the government go out of business. The defense companies I worked for frequently had to front millions of dollars to keep their program on the military’s tight schedule, even though Congress had not authorized the budget for that project. (It’s not done piecemeal, usually. It’s just one line item among hundreds.)

When companies front the money, they are running the risk that at any moment, for reasons they can’t control, their program could be cancelled. This could leave some companies in instant bankruptcy.

People complain about how much some of these CEO’s make. I can’t fathom the stress of having thousands of jobs and corporate bankruptcy riding on my judgement, and a throw of the dice.
