This is all scripted. Schumer introduces a new question, this one on a motion to postpone further voting util April 24th.
The Senate is approximately cordial, and there is no harm in giving Schumer the floor to make his argument.
The "revote" of the failed cloture motion has not been taken, and there is no rule about the interval between first vote and reconsidered vote; only that a motion to reconsider must be entered within a day or two.
