Clinton appointees: 5
GWB appointees: 4
Reagan appointees: 2
Carter appointees: 1
Vacant: 4
I would say give both Snowden and Assange immunity, place them under protective custody at a place like Andrews or Fort Belvoir, give them GS-13 ratings and answerable solely to the Attorney General and his appointed special prosecutor. Anyone gets close enough to be a threat to those two gets terminated with extreme prejudice. Do that and watch the Deep State squirm.

Trump needs to stop the bleeding first, then heal the patient, while making sure the evil doers who damaged the patient get theirs.
Bannon I think just stopped the bleeding at the NSA. Put in place Trump approved controls. Things probably like, removing access from everyone Obama, new daily or weekly reports on everyone system wide who queries in future. Preparation for punishment would be things like formal records retention (including database search queries).
Punishment can be delayed for awhile as long as systems are in place to preserve evidence. It will take awhile (still!) for Trump’s people to be put in place.
Gorsuch is so key. Watch the rogue rulings by judges on immigration and climate crap to slow or stop once he is in place, though it will take time. The 9th circus right now has free hand to legislate their collective wet dreams.

What if a percentage of Congress and Judges start to realize that 1/2 of Washinton DC is compromised and now is their chance at a “Get Out Of Jail Free” card.
They stop doing what they are ordered by that voice on the phone and instead start doing their jobs honorably and go public.
Trump could help by setting up a short amnesty period where they go to Sessions and tell their story.
