You need 60 votes to break a filibuster but only 51 to confirm a nominee to the Supreme Court.
I know how the filibuster works. How do they initiate a filibuster? Is it now automatic for cloture or does a senator have to actually have to “ filibuster”? Originally the filibuster was people talking endlessly so no cloture vote could happen. They changed the rules so that lazy senators didn’t have to talk endlessly. I want to know how a filibuster is actually initiated. Is it now automatic for cloture votes or does someone call for filibuster. What triggers the need for 60 votes?
