Yes, the story was about the leaking. However, if this story is true, then it eclipses the leaking. It appears that the Trump intercepts did not come out incidentally in the course of foreign intelligence surveillance; rather, Rice asked IC to deliberately cull Trump's phone calls from the metadata. In other words, Trump's communications were targeted for political purposes.
Well put but I do not come to the same conclusion from reading Joe deGenova's words as you do, although that does seem a likely interpretation. I say it is ambiguous.
It is hard to believe that someone with Susan Rice's official responsibilities would have the time to read through what must be tens of thousands of intercepts of foreign conversations and order up those which connect the Trump organization. Far more likely she issued an order that you suggest, "cull Trump's phone calls from the metadata." Since the allegation is that these intercepts that she passed on to a high administration officials did not relate to Russia, it is hard to conceive of a legitimate purpose which she can claim. But who knows?
I just want it unambiguous. I want it so clear that she can be indicted and rolled up.
