This is a well-established and Constitutional concept known as eminent domain. Typically the courts rule on such things, and in the case you're citing, the "old lady" prevailed, and nobody ever took her house, including President Trump.
Of course, Hillary was never accused of trying to take an old lady's house, so maybe she wouild have been a better choice for President.

The new Congress was sworn on January 3, 2017 - they had another 17 days to finalize a repeal/replace bill for Trump.
But, they did not - they STILL do not have a bill.
Status quo.
The RINOs actually love 0bamacare.
And even worse than 0bamacare, Ryans version guarantees healthcare to illegal aliens.
In the meantime, the American people continue to suffer a depressed economy, with half the workforce idle; pitiful and far too expensive unconstitutional government mandated healthcare; taxes that not only are too high but predicated upon unconstitutional and immoral programs and (redistributive) principles; and prolonged, intractable wars.

Trump should never have had standing in court. little things like the constitution if adhered to see to it.
If you have no issues with the way the judges decided Roe v. Wade than you have no issues messing with any part of the constitution. There are more examples. Like the judge in Hawaii telling Trump that the judge will decide who to give visas to.
the issue with a legislative removal of Obamacare as opposed to replacing it with Trumpcare are many fold.
1. Legislation is hard to pass - making it difficult in enact and repeal. Maybe like the 18th amendment.
2. If The Donald likes big imposing G’ment legislation like AHCA - you and he may be closet RINOs / Democrats
3. Patriots come in all colors - But mostly patriots love their country - right or wrong.
