Ummmm.... Why exactly would Trump need to tell HHS to every policy is “qualifying” if the IRS is not enforcing the mandate? Smells like BS to me. Repeal, in full, in front of the entire MSM bank of cameras and microphones. No replacement, other than free citizens free to choose what they want, from whom they wish, as they see fit.
