It will focus on winning state elections that impact redistricting

State Rep, State Sen, Governor. They are going to play offense and win strategically in 2018 to build for 2020 and redistricting.

We have the choice of playing offense or defense. In 2016 Trump played offense and seized territory that the Dems thought they owned...PA, MI, WI, almost MN.

In 2018 do we continue the Trump style offense, which means either again catching the Dems by surprise, or forcing them to defend what they (think) they have? Or do focus on defense and protect what we have.?

Obviously it will be a mix. But how will the mix look?
