I think it means someone who knows procedures and the fact is this bill would have needed 60 senate votes anyway - which isn’t there. So all this is BS anyway and a huge waste of time.

Pence is the President of the Senate so the parliamentarian can be overridden anyway. Secondly, why do we have a democrat parliamentarian appointed by Dirty Harry Reid anyway? McConnell needs to swap her out.

He is what kept Clinton from being impeached while that idiot Supreme Court Justice William Rehnquist deferred to him on every issue. Rehnquist was supposed to be the President of the Senate during that impeachment but the Parliamentarian always had the last word.
