Something close to ideal sanity will need to be reached through a complex evolutionary/iterative process WITH a revived God consciousness.
Nobody expects a magic law, at least nobody with any sense. Mores have to change.
No magic law is needed. Existing law just needs to be enforced. It could be done today, with a mere word from the President.
