I don’t know why you would say that. I attended the Trump Rally last April in Costa Mesa, and law enforcement did an excellent job*.
The Orange County Sheriff Dept. was there on horses for example.
Both Huntington Beach city and Orange County can exercise jurisdiction at Bolsa Chica State Beach.
*Several were arrested at Costa Mesa, all of them anti-Trump rioters, vandalizers, violent actors.
Admit, I don’t know Huntington, but Berkley and many examples of cops standing by while anti-Trump or anti-conservative speakers demonstrators/audiences have been attacked. And, yes, although I was born and raised in CA, I am biased against the socialist republic.
