One victim apparently (from photo) leaped over the railing, impacting a walkway below. AFAIK survived but in bad shape. Someone else leapt into the river and was fished out.
The difference between high tide/low tide at the Westminster bridge is about 20 feet. It could have been a very high fall at low tide.
