I would love to see top 3 bidders awarded performance based contracts.

They are each assigned 50 miles of fence in Phase A, and depending on cost, schedule, & Quality performance, are awarded Phase B contracts.

If each performs to standards they continue to participate in the build.
If any fails, the remaining contractors pick up that share.

Never mind aesthetics - the wall needs to have towers or other provisions for sentries at regular intervals, and all funding for DHS must include a budget for wall sentries. An unmanned wall will simply be dug through or dug under.

Maybe there is a way to start burying radioactive waste that would penetrate the ground without contaminating any aquifers and shield it with lead on the American side. Give a good dose to the tunnel rats and publicize it to drive the illegal trade to the surface, where it could be dealt with with surface munitions, military personnel, etc.

We have to deal with this in a total war footing--because that's what it is.
