You make a good point, and, it also should be noted that there are Christian minorities in many Muslim nations, with the Christians usually getting the short end of the stick, so to speak.

That said, although I know this sounds incredibly harsh, and some will call it racist, the food aid needs to be tied to some sort of truly effective birth control program. After 2 kids (maybe 3 in high mortality regions), no birth control, no food. Otherwise the problem goes on, getting worse, forever.

As Heinlein said (paraphrasing Malthus?), "The worst thing you can do to a hungry man is to give him food."
