Sen. Tom Cotton said Tuesday that it's vital for Republicans to get legislation repealing Obamacare right on the first try because he doesn't believe there are going to be three steps to the process, as proponents have outlined.
"There is no three-step plan. That is just political talk," Mr. Cotton, Arkansas Republican, told radio host Hugh Hewitt.
Republicans say there's only so much legislation they can get through the first time around under agreed-to budget rules. Step two would then involve regulatory changes, followed by more legislation.
Mr. Cotton said step two could be subject to court challenges and that step three would involve "some mythical legislation in the future that is going to garner Democratic support and help us get over 60 votes in the Senate."
"If we had those Democratic votes, we wouldn't need three steps," he said. "We would just be doing that right now on this legislation all together."
"That's why it's so important that we get this legislation right. Because there is no step three, and step two is not completely under our control," he said.

Looks more and more like he fudged a little bit, but truth is he said all along he wanted to keep pre-existing conditions and 29 year olds on parents plan and said no one would be dying in the street. Sounds like he wanted to keep all the expensive parts but repeal always came first, now it doesn't.
Democrats did every thing possible to tie this plan to the economy in such a way as to make it nearly impossible to undo and Ryan and Mitch funded every dime of it. The time to kill it was when they could have defunded it but they refused, question is I guess, why? OH we don't want to be blamed for shutting down the government, Schumer promised to shut it down today and he is still there.

Ryan is saying you have to pass Phase1 to see how Phases 2 and 3 are going to be the best ever. But it is TrumpCare, so many are fine with it. Best socialized medicine, ever.
Wishful thinking they are in and they are not getting out. Better make the best deal we can. You do realize that healthcare is a Government managed monopoly right?
Now, people like Cotton are talking up how difficult this will be.
I actually think these “Republicans” like Obamacare and are looking for reasons to retain it.
As for those of us who are forced to suffer and pay for it, looking like our only true ally is the President.
They've been promising to "repeal and replace" for years, so now they have to be seen attempting to do that. But the last thing the Repub leadership in Congress wants is to "own" the health care reform debacle.
Stop enforcing the law today.. Repeal every word of it today. Then.. how to get rid of the regulations? That’s a big problem. I am ok with a phase approach as long as phas one is repeal every word today.

The repeal of ObamaCare should only be done under one clean bill.
