The much-maligned Obamacare replacement bill will face its biggest test so far on Thursday, as a House of Representatives committee filled with conservatives could derail the legislation backed by Speaker Paul Ryan before it gets to the House floor.
If four Republicans join Democrats in voting against the bill in the House Budget Committee, the legislation will fail.
The uncertainty comes as the nonpartisan Congressional Budget Office released its estimate on the bill. It predicted Monday that 24 million people would lose health coverage by 2026 but that there would be a cut to the federal budget deficit of $337 billion over the first decade.

At least seven Republican members of the Budget Committee have made public statements in the past week indicating they want a full repeal of Obamacare, but its unclear whether four of them will decide to go out on a limb and vote no.
One of them, Mark Sanford of South Carolina, joined Kentucky Sen. Rand Paul at a news conference last week to slam the legislation as a dereliction of the Republican Partys campaign promises.

I think the problem is that Ryan won’t do any of that. He an effing snake who is doing everything he can to undermine Trump. The GOP has to get this RIGHT. Otherwise they will end up sinking Trump, which, many think, including me, is what their end game really is.

Unfortunately, there are a lot of “wants” in this thread without a lot of “hows”. Fact is, even if you had a Senate of 52 Ted Cruz’s, Schumer wouldn’t let a clean repeal won’t get to PDT’s desk. He can easily hold most or all of his 48 rats together to stop it.
Seems to me the options are pretty binary, actually:
a) House passes a full repeal. Senate blocks it. Nothing else happens for 2 years, hope D’s get killed in ‘18 and GOP’s mandate is strengthened to pass the full repeal.
b) Some variation of this plan passes. Separate measures are either passed or held up. See if GOP can strengthen their position in ‘18 and improve the plan.
I just wish the people in Camp A would simply acknowledge the political reality instead of just saying “do it”. I don’t think it’s unreasonable of me to ask where those other 8 votes are going to come from, assuming you can hold 52 Republicans together.
The Senate will block a full repeal. Harry Reid let a repeal bill get to Obama’s desk because he knew he’d veto it. Schumer isn’t an idiot and knows President Trump would sign it, so he’ll block it.
I agree with your analysis. The Democrats went on an electoral suicide mission in 2009, taking tremendous losses, but they did in fact reach the red detonation button and slammed it with their fist. Trying to put everything back together is a nightmare - as you said, by design.

Well, many senators (Portman, etc..) are complaining that Ryan cuts too much. This is the best deal that you are going to get.
Phase 2 is obviously going to happen. Trump is cutting regulations everywhere you look; to think he’ll stop at healthcare is silly. Phase 3 probably won’t happen because you couldn’t get anything to get 60 votes in the Senate. Although, my understanding is that you just need 60 votes to break the filibuster and you can pass anything with a simple majority. There has to be some tricks to break a filibuster. Rush was talking about Rule 19 to break it for the Supreme court nomination so I don’t see why they can’t do that here as well...
