I’ve read an opinion that ISIS getting stuff like artillery was a very good thing. When hidden among the people they are hard to kill, but when they gather around their howitzers you know where to put your bomb.
But rather than using Arty, they can go to the classic Russian 122 and 140 mm rockets, which can be easily hidden and require two sticks to launch them.

This was is not now terrorism. This is classic Stage 2 and Stage 3 Guerilla Warfare, and you can never defeat the guerilla in the field. But, that guerilla cannot ever survive without nation-level logistical support.
You destroy the support base and/or support system, and you have destroyed the guerilla in the field.
